RULES AND REGULATIONS
INTRODUCTION
The Pioneer Memorial Cemetery is cared for and maintained by the Pioneer Memorial Cemetery Board from Revenues collected from the sale of plots (graves). A Cemetery fund exits for those who wish to make special donations to help supplement maintenance cost and for special beautification projects.
Memorial projects exist for those persons who wish to add to the beauty of the grounds in memory of their loved ones. Generally, the Cemetery will remain open and accessible to the public. Access is always available to those who wish to park outside even if the main gate is closed. Use the walk through provided to the public for access to the cemetery.
The special nature of the Cemetery would require individuals or groups not to use these grounds for parties, drinking of alcoholic beverages, dog runs or other issues which would take away from the sobriety and the respect of the Cemetery.
These Rules and Regulations have been approved by the Cemetery Board to maintain a neat and orderly appearance and to provide workable guidelines by which to operate the Pioneer Memorial Cemetery. Since these regulations were formulated for the good of all, the Board requests your cooperation.

LOCATION: The following information is provided to assist in the planning and purchasing of plots in the Pioneer Memorial Cemetery, located southeast of Bluewater Village. OPERATIONS AND MAINTENANCE: The Cemetery is a volunteer care facility managed by the Board with the assistance of volunteers who help in the upkeep and grounds of the facility. The financial contributions are always appreciated and are used in the upkeep of the grounds. To arrange for services refer to web site information.
PLOTS (GRAVES) AND CHARGES: There are no payment plans or partial payments for plots (graves). Plot prices include the Opening and Closing of a grave. Payment for plot indicates you agree to comply with all rules and regulations in this document.
BABY OR CREMATION SECTION: The Cemetery does have an area of smaller plots (graves) to provide for a baby or cremation. These are smaller plots in designated areas only.

CEMETERY RULES AND REGULATIONS
- Opening and Closing of Graves: The opening and closing of all graves will be done only by Cemetery Board or approved contractors. Any and all requests need to be approved by the Board two (2) days in advance.
- The expense of the opening and closing of a grave must be paid for in advance by the person(s) making the arrangements. There is no perpetual care at the cemetery.
- Additional Costs: Additional costs and time may be incurred if obstacles are hit before depth is reached.
- Double Internment:. Is allowed if at least one is a cremation urn. If a cremation urn is already buried in the grave, only another cremation urn can also be buried in the grave (not a person in a casket). There is an additional charge.
- Placing of Headstones, Markers, and Monuments: The placing of headstones, markers and monuments must follow in line of other headstones. Headstones placed at the foot of any grave shall be flush with the ground.
- Headstones should have a cement foundation of a minimum of 4 to 6 inches around the base of the headstone to allow for a buffer zone when mowing.
- Double Monuments: The use of double monuments to mark two graves or urn burials must be placed in the center of the two plots of the graves.
- Upright or Flat: Headstones, markers or monuments can be upright or flat.
- Liability for Damages: The Board accepts no liability for damages or vandalism to any part of the headstones, markers or monuments or in moving of them by the board.
GRAVE SITE ENCLOSURES:
- No fencing: No fencing of any kind, curbing of any kind, cement slabs or enclosures of any kind are allowed around the grave site. This impedes the maintenance and overall appearance of the site especially when perpetual care is not provided. Adjacent graves dug will require permanent removal of fencing or curbing. Existing fencing or curbing must be maintained or it will be subject to removal.
- Permanent Objects: Objects made from iron, cement, wood or any other material that stands above ground level will no longer be permitted. Existing objects in disrepair will be removed at the discretion of the cemetery board.
- Memorial tributes on trees, shrubs, fences and surrounding areas are not permitted.
- The Board reserves the right to remove memorials.
PLANT MATERIALS:
- Any plant material in the Pioneer Memorial Cemetery becomes the property of the Cemetery.
- The Board reserves the right to remove, transfer or prune trees, flowers plants or shrubs as deemed necessary.
- The placing and setting out of any grass, trees, shrubs, and flowers shall not be allowed without the consent and supervision and direction of the Board or designated agent of the Board.
DECORATION OF GRAVES:
- The decoration of graves is restricted to cut flowers, potted plants, wreaths, and artificial or silk flowers.
DISCLAIMER OF LIASILITY AND RESPONSIBIITY:
- The Board accepts no liability or responsibility for flowers and/or personal items placed on graves. All dead flowers, withered set pieces, shrubs, plants, artificial flowers and other rubbish will be removed as soon as they become unsightly and/or prior to mowing and maintenance of grounds as often as necessary. The Board will not be liable for any act of plot owners, visitors, or trespassers within the cemetery, or for any damage to persons or property within the cemetery.
- Rules Changes: The Board reserves the right to alter or change rules from time to time for the betterment of the Pioneer Memorial Cemetery.
